Born September 21, 1961 in the Democratic Republic of Congo.
He holds a Masters in Political Science and a Postgraduate Diploma in Business Administration from the University of the Witwatersrand located in Johannesburg, South Africa (1997 and 1999).
Expert in elections, democracy and good governance with more than 30 years of professional experience. He has strong skills in the areas of leadership, strategic planning, program design and direction, fundraising, results-based management, networking, human resources management and financial management.
From 1987 to 1992, he was in turn head of department and branch manager at Banque Commerciale Zaïroise (DRC) and from 1995 to 1998, he headed the Ashoka Innovators Program for the Public based in South Africa. .
Former director of the UN referendum and elections in Sudan (July 2010 to March 2011) and senior technical advisor of the UNDP in Tunisia (April to July 2011), he also holds a degree in political and administrative sciences from the University of Lubumbashi ( 1987).
As Director of EISA, he successfully transformed this sub-regional organization focused on Southern Africa into a respected and influential Pan-African and Continental NGO and developed and implemented a fundraising strategy that resulted in an increase in income of 33% on average per year, over a period of 10 years. “The average annual income of EISA was US $ 12 million, helping to make the Institute the largest and most influential African NGO working in the field of elections, democracy and governance, ”he emphasizes.
In Tunisia, where he held the position of senior UNDP adviser in 2011, Dénis Kadima notably set up and led the UN electoral team, developed appropriate strategies and operational plans for the Tunisian electoral management body. (ISIE) and integrated the gender dimension into all operational strategies.
He set up an integrated referendum and electoral division and successfully initiated electoral diplomacy with States and donors, and obtained a fundraising which enabled the increase of resources for the UNDP common fund in Sudan between 2010 and 2011. .
On the electoral front, Dénis Kadima led and supported several observation and evaluation missions for EISA and other institutions during his professional career.
With his 30 years of professional experience, including 21 in the field of elections, democracy and good governance, he aims to bring to the CENI “the moral integrity, professionalism, impartiality and objectivity that are verifiable in the institutions where he worked ”.
A polyglot, he is fluent in English, French, Lingala, Tshiluba and Swahili, and has basic knowledge of Kikongo and Portuguese.
He is currently well on his way to succeed Corneille Naanga within the National and Independent Electoral Commission (CENI) in the Democratic Republic of the Congo.
