Daniel Bumba Lubaki, born on August 12, 1982, is a politician from the Democratic Republic of the Congo, originating from the province of Kongo Central. He became the governor of the city-province of Kinshasa on April 29, 2024, succeeding Mr. Gentiny Ngobila Mbaka who led the Congolese capital for 5 years.
Daniel Bumba was elected provincial deputy of Kinshasa in 2018 and is a member of the political party Union for Democracy and Social Progress (UDPS).
He holds a Bachelor’s degree in Economics from the University of Kinshasa, specializing in Monetary and International Economics. In terms of experience, since 2022, he has held the position of CEO of the Mango Airlines and Administrator of the mining company FALCON Mining SARL. In 2021, he was the CEO of BLD Agency, an agency specialized in communication and institutional events.
From 2019 to 2021, he worked at the Presidency of the Republic as Coordinator of the Restricted Office of the Deputy Chief of Staff of the Head of State, in charge of Infrastructures, Mineral Resources, Energy, Hydrocarbons, and Information and Communication Technologies.
He has also held other positions such as Managing Director at JEANNINE KALENGA Hardware Stores, a professional internship at the Office of Public Debt Management (OGDEP), Accountant at Labo Photo Top Express, and Sales and Marketing Officer as well as a Member of the Editorial Board at La Tribune Journal.
He is a member of the Lions Club Kinshasa. One of the priorities of his program as the new governor of the city is to combat the phenomenon of kuluna (urban banditry) to address the security challenges of Kinshasa.
The “Kinshasa Ezo Bonga” Vision
Daniel Bumba’s mandate is driven by his ambitious program entitled “Kinshasa Ezo Bonga” (Kinshasa Will Improve). This five-year plan, with an estimated total budget of several billion dollars, is structured around seven priority areas:
1. Security and the Fight Against Banditry: An absolute priority to eradicate the Kuluna phenomenon and ensure the safety of people and their property.
2. Sanitation and Hygiene: Transforming the face of the capital through modern waste management, moving away from the failures of previous programs.
3. Infrastructure and Mobility: Improving urban roads to facilitate traffic flow and reduce chronic congestion.
4. Digitalization of Finance: Establishing a digital financial management system to increase the city’s own revenue and reduce corruption.
5. Education and Health: Modernizing local social infrastructure.
6. Youth Employment: Support for local entrepreneurship and professional integration.
7. Urban Planning: Reorganization of public spaces to make the city more breathable and attractive.
Social Engagement
A philanthropist and active member of the Kinshasa Lions Club, Daniel Bumba focuses on a community-based approach. His leadership is often described as technical and pragmatic, emphasizing administrative efficiency to address the urgent social needs of the Kinshasa megacity, which now has over 17 million inhabitants.
