A new entity named “+Sur Assurances” has launched operations in Goma, North Kivu. The company is raising alarms not only for lacking official accreditation but also for utilizing the advertising infrastructure of a national Member of Parliament (MP) within a rebel-influenced zone.
Questionable Advertising Presence
+Sur Assurances has deployed an aggressive marketing campaign across ten strategic billboards (notably at the entrance of Mwanga College, TMK/Mabanga, and in front of the PNC/PIR office). These billboards belong to National MP Patrick Munyomo, Goma’s elected representative, who is currently in Kinshasa.
The situation has rapidly fueled local rumors. Some observers accuse the MP of partnership, suggesting he is protecting his business interests in a region under the control of the M23/AFC rebellion. His harshest critics have even alleged a potential collaboration with the pro-Rwandan insurgency.
Patrick Munyomo’s Defense
When questioned by Scoop RDC regarding whether he had leased his billboards to a third party, MP Munyomo firmly denied any involvement:
Regarding the billboards: “I don’t know, sir; everything is under rebel control.”
Regarding his assets: He claims the M23 has seized his houses, villas, and all his property. “The billboards are nothing compared to my confiscated villas,” he added.
ARCA Findings: A “Phantom” Company
The most alarming aspect remains the insurer’s legal status. After verifying with the Insurance Regulatory and Control Authority (ARCA), the findings are definitive:

A Matter of National Sovereignty
The establishment of this company, described as “anarchic,” is being viewed as a move for economic infiltration. Operating in a conflict zone, it is suspected of being a structure backed by foreign interests (Rwanda) through territories controlled by their proxies.
Summary: Between the seizure of private property and the illegal exercise of a regulated financial activity, the arrival of +Sur Assurances in Goma raises serious security and administrative concerns for the Congolese state.
