The Ministry of the Interior, Security, Decentralization and Customary Affairs informs both national and international public opinion that the Rwandan army and its M23-AFC auxiliaries continue to commit acts of attack on the integrity of our national territory, including targeted assassinations, looting, rape, and forced recruitment of youth in the areas under their occupation. The most notable incidents are as follows:
- From March 10 to 14, 2025, in the areas under occupation, 62 cases of targeted assassinations and summary executions were recorded, 17 cases of Rapes and several cases of looting perpetrated by the Rwandan army and its M23-AFC auxiliaries;
- On March 10, 2025, the Rwandan army and its M23-AFC auxiliaries raided the CBCA Ndosho Hospital for the second time, abducting approximately one hundred patients and caretakers, including soldiers and police officers, whom they summarily executed;
- Death, on March 13, 2025, of Mr. Antoine Fikiri Mwishuko, Chief of the Mupfuni-Matanda Group, Bahunde Chiefdom, abducted from the CBCA/Ndosho Hospital on March 3, 2025, and tortured by Rwandan soldiers for seven days;
-In addition, there is the reinforcement of Rwandan Special Forces troops on the Walikale and Masisi axes in North Kivu and in the Minembwe Highlands in South Kivu, where it was reported on March 9, 2025, that a helicopter chartered by the ICRC landed at Kiziba airfield to recover Rwandan soldiers injured during clashes with loyalist forces.
These acts constitute a flagrant violation of international instruments ratified by the Democratic Republic of Congo, as well as United Nations Security Council Resolution 2773.
The Ministry of the Interior, Security, Decentralization and Customary Affairs continues to document these crimes ordered by the Rwandan government, which require significant action to ensure justice for the victims.
