DRC: Government temporarily bans the export of certain strategic mining products

The government of the Democratic Republic of Congo has banned the export of certain commercial mining products for a period of four months, renewable after evaluation.

According to a circular signed on March 6, 2025, this ban concerns cobalt hydroxides, white alloys, cobalt carbonates, and mixed copper-cobalt concentrates. The measure was taken jointly by the Deputy Prime Minister for the National Economy, Daniel Mukoko Samba, the Acting Minister of Mines, Didier M’Pambia Musanga, and the Minister of Foreign Trade, Julien Paluku Kahongya.

The document specifies that this ban aims to align the marketing and export of mineral resources with government policy and is based on the provisions of the Mining Code and the interministerial decree of August 14, 2023, regulating the export of commercial mining products.

The measure will be assessed by the Regulatory and Control Authority for Strategic Mineral Substances Markets (ARECOMS), with the support of the relevant departments of the Ministry of Mines. A committee chaired by the Director General of ARECOMS has been established to review the fate of mining products already certified for export before the ban came into effect.

No new export application procedures for these products may be initiated or accepted from the date of signing of the memorandum
